⚠️ Component update: Drag and drop

• Explore an alternative option for the error state drag and drop that aligns stylistically with the 'file upload' component error state approach (we no longer have an error state red bounding box).

• Consider pulling the drag variants of the base component items into a separate drag and drop page in figma(we do not currently have a drag and drop component page, just booleans of the drag icon in its respective use cases. ie. table,dual list selector)

Closing out this issue for now, but we can always revisit (a) creating a new error state for draggable components, and (b) creating a separate Drag and drop component in the Figma library.
