Bug - Timestamp Tests - Tests may fail if ran outside EST timezone

Describe the problem
This test fails locally if Jan 1 0:00 EST is a different date on the users TZ: 98058b3#r85735739

How do you reproduce the problem?
Run the test in a TZ where Jan 1 0:00 EST is not Jan 1.

Expected behavior
Tests should pass regardless of TZ ran in.

Is this issue blocking you?
Local failing tests can be ignored.
