Spike: investigate/implement RTL for chart legends

ChartAxis supports RTL currently, the only remaining bit for the charts package is to ensure that the legend supports RTL (legendPosition needs to support left properly and set the text direction/color block location). Need to investigate if we can hook into VictoryLegend enough to implement.
