Clipboard Copy - add support for a title on the expandable ClipboardCopy

New feature for ClipboardCopy

Describe the feature
It's been requested that we add an option to specify a title on expandable ClipboardCopy which is decoupled from the text which is shown in the expanded section and is copied.

Are there visuals for this feature? If applicable, please include examples for each state and for varying widths

@andrew-ronaldson @lboehling do you all have any thoughts on this request?

@mcoker and I were talking about it and he expressed concern that UX wise it might be a bit confusing like this since it could become unclear what exactly will be copied, and proposed something like a form field with a label for the "title":

Or having a variation of ClipboardCopy that's just a box without the toggle (kind of like what GitHub does for these code blocks):
