Bug - wizard - onStepChange return hidden substep

The onStepChange function passes as currentStep a subStep that is hidden or disabled.

How do you reproduce the problem?
I encountered the problem when creating new code for deprecated components when switching to patternfly 5. The code where the problem occurred.

Expected behavior
I would expect that there will be restored starting states to which we can move by using the wizard.
