Badge - add flex for spacing between content and icon

Describe the feature
Based off of conversation starting at patternfly/patternfly-react#8868 (review) and the comment after it.

Adding a spacer will help cover use cases where an icon is added inside the badge (similar to React's deprecated BadgeToggle).
