User Story

As a developer
I want a pipeline that creates a release and add the binary for all platforms in the release notes
So that so that pengine software can fetch pengine repo on GitHub to fetch new releases.

Description

Add a pipeline that builds pengine app for app platforms and add it as a release artifact. Also add automatic change log to the release.

Acceptance Criteria

• add release pipeline to add binaries to in the release notes as artifacts
