Summary
This PR updates the map search and the map on the detail page to support the new certainty radius feature by passing a value to the
bufferprop onLocationMarkers. SinceLocationMarkersexpects the value to be in miles, I added a utility function to convert thecertainty_radiusfrom KM to miles.
