Cleanup matrices

Because many of the prerequisites are not on the apt instructions
The implementation, in the future might depend on what is found (currently needs everything)
So this is kinda a first step to separate matrix from vroom's needed matrix

Changes proposed in this pull request:

• Separate vroom matrix from base_matrix
  • on namespace vrprouting::vroom
  • The checking for infinity is internal
• Cleanup base_matrix
• Adjust vroom.hpp & vroom.cpp
  • vroom:: to ::vroom::
    • not be confused with vrprouting::vroom
• Adjust vroom_driver
