[NFR] Psr Option

Add --psr option, which will cause to get namespace, check path according to PSR rules and create controller/model class in provided path if exists, if not maybe just create?

Well it's also could be added to models/controllers etc stuff.

Probably it will be default behavior, as Phalcon 4 is PSR compliant.
