Should preferences menu be recentered after hiding auto read?

Problem Description
For phetsims/qa#1330
When you hide the auto read option with numberPairs.general.view.navigationBar.preferencesButton.preferencesDialogCapsule.preferencesDialog.preferencesPanels.audioPreferencesPanel.autoHearControl.visibleProperty the preferences menu is left with the Sounds toggle off to the right side. Should it recenter itself?

Oooph... I think this is a larger question about preferences design in general. I don't think it can be part of the work in Number Pairs. I'm going to move this issue to joist and reference the more general UI issue for preferences: #842
