[smoke] Exercise shared workflow extraction

Summary

Smoke-test the reusable workflow extraction from php-fast-forward/.github#3 using the agents repository before the shared actions are merged.

Changes

• Point the agents test, report, changelog, and predictable-conflict wrappers at php-fast-forward/.github/.github/workflows/*@task/2-extract-shared-workflows.
• Keep the consumer contract to a single workflow ref in uses, with no duplicate automation-ref input.
• Add a temporary changelog entry so the shared changelog workflow has a real branch delta to validate.

• git diff --check
• GitHub Actions on this smoke PR pass, with the expected skips for jobs that need PHP source, PHPUnit config, or reportable docs.

This smoke branch is not intended to merge. It exists to exercise the .github reusable workflows against a real consumer repository before merging php-fast-forward/.github#3.
