Dashboard to contain general package overview

It would be great if the overview page could have some general data on there such as:

• How many files
• How many classes
• How many functions
• How many validation errors
• Links off to certain places like the class diagram etc

The link to the class diagram is contained in the Charts tab so we might be careful re-implementing that in the dashboard.

Additional ideas that I had for the dashboard were:

• Keeping history of number of validation errors per run in the structure.xml and showing a graph
• Keeping a history of the number of markers (TODO, FIXME) per type over time and showing that in a graph

• Time and date of the last parse.
• Time and date of the last documentation generation.
• An <introduction>, pulled from the config file, allowing users to enter pretty much whatever HTML they want on the dashboard.
• A hook for plugins to output stuff (if there isn't already).

The start page of the documentation ( see #292 ) or at least the TOC. This may be covered by a plugin, that GaryJones suggests. The statistical stuff is "nice to have/see", but at least I don't want to waste the "first impression"-page with this.

I've made a start on this using the information we currently have in the structure.xml file.. You can grab the code from by GH-301 branch. Currently there is an issue with the method count, as it counts all inherited methods as well.. Not sure if people think that is a bug/issue or not. Confused me until I figured it out.. The rest of the stats match those pulled from the packages I am testing against using phploc.

Can the Parse Errors count be linked to load the Parse Errors report in the current frame, if > 0 ?

I think I've raised pull requests in the correct repos, so will see.. I haven't had chance to look at some of the other suggestions, as I think they will need changes to structure.xml.
