default values for booleans are incorrect

Most of the default values for booleans are incorrect, following the merge of pingcap/tidb#20346
For consistency, they should be documented as ON/OFF, not 0/1.

@morgo Would you help create a PR to modify those incorrect boolean values? I am not sure whether all of the 1/0 values should be documented as ON/OFF.

If you run SHOW GLOBAL VARIABLES the output will be ON/OFF:
