Reworded the "Tools" section of "Basic Features" to make it clear it provides tools for migration, deployment
and maintenance and not merely supports third-party tools.
Which TiDB version(s) do your changes apply to? (Required)
I am not completely sure to which versions this should apply, but as TiUP was introduced in v4.0 this seems right.
