planner: add additional protection selection for plan cache

Problem Summary:
We need to add additional protection selection when plan cache enable.

What is changed and how it works?

1. Keep the pushed-down expressions that contain the lazy constant.
2. Support the index join which its child is selection.
3. Remove the previous protection selection in copr.
