Windows branch switch UI does not show the branch hover effect state correctly

Summary

On Windows, the branch switcher UI renders the hover effect inconsistently. The hover effect is incorrectly applied to the specific branch card.

Steps to Reproduce

1. Open the app on Windows.
2. Open the branch switcher from the branch toolbar.
3. Hover over unselected branch.
4. Compare its styling with non-hovered rows.

Expected Behavior

The active/selected branch should have a clear and consistent hover state in the branch switch UI.

The difference in coloring is by design to show the difference between highlight and selected one !!
