[Bug]: Plan mode is ignored when using claude and it implemented

Steps to reproduce

I decided to test plan mode using my Claude subscription, and I was happy with the plan, but they wanted to iterate on it, so I typed something in the input box. When I hit enter, I was expecting that to do the refine action that the button was labeled after, but the model started implementing the solution in the same thread.

Expected behavior

Enter is the same thing as clicking the "Iterate on the plan", but it seems that it completely bypasses that.

Actual behavior

Actual behavior is that my next message triggered the implementation of the plan instead of refining
