[bug] Unable to load diffs in diff panel

This might have something to do with the missing step 2 tab.

1. Enable plan mode
2. Ask llm to implement something
3. Click "implement" button
4. Open diff tab

Both firefox (zen) and chromium (helium).
Linux Kubuntu 25.10

Same happened to me.

i can full view Turn 2, in fact it took only a moment to load it

BUT turn 1 shows me a similar red wall of text after a long wait.
