Migrate makeRuntimeSqliteLayer and makeSqlitePersistenceLive to Effect.fn in Sqlite.ts

Refactors two factory functions in Sqlite.ts to use Effect.fn with named identifiers instead of plain arrow functions wrapping Effect.gen. Internal logic and runtime behavior are unchanged.
