Would highly suggest using Flutter or Tauri. Flutter and Tauri allow you to create an app and compile it for desktop, Android and iOS

I'm confused. This is exactly what the app does.

The only catch is that it has to be launched from an Android, but from there any device can interface with it.

If you mean hosting from desktop or iOS, that's a bit different. You can, in effect, take advantage of PlainApp with your desktop as the host by installing it using something like Waydroid or Anbox (or Bluestacks, if you run Windows) or a full fledged Android x86_64 install (whether on bare metal or in a VM). I've run it with success using Waydroid on Arch Linux.

IDK if there's any similar workarounds for iOS but I'd imagine not.

There's literally an app on F-droid and google play for android. I hope you mean a native app for linux because that's the one that's missing.
