This PR updates the Fly.io deployment workflow by bumping the flyctl version and improving the workflow configuration for better reproducibility and manual control.
- Pins the flyctl-actions to version 1.5 instead of using the
masterbranch, following GitHub Actions best practices - Updates the flyctl CLI version from 0.1.86 to 0.3.217 to use a more recent release
- Adds
workflow_dispatchtrigger to enable manual workflow runs, consistent with other workflows in the project
