Update build flavor for composer-based templates to `none`

After internal discussions, it has been decided to remove the `build` flavor of `composer` to `none` and instead have composer perform its install during the build hook. This will allow us to not only highlight where end-users can add other `composer install` options, but also allow us to add `--no-dev` to the install.
