Move to Hugo

Hugo is a popular alternative to Jekyll, written in Golang. It's actively maintained and has much greater speed, which might attract more maintainers.

Reasons:

• More active development¹
• Bigger community¹
• Speed of rebuilding, performance²
• Extensibility³
• Better template syntax with migration tools from Jekyll⁴
• LiveReload out of the box⁵

Update of Jekyll to V4 would allow faster builds due to caching (in theory, in practice I just tested and it takes same 6 seconds to build even without any changes).
