Chat UI prompts tend to create a new notebook

When using Chat UI to ask questions, AI agent in general tries to create a notebook. How can we prevent this?

• Example: choose package.json and ask load this json file and summarize for me. AI agent will try to create a notebook for that.
• Some ideas:
  • In Claude mode we can have a UI toggle next to send button to turn on/off Jupyter UI tools
  • We can improve system prompt to prevent this behavior with best effort

If we think NBI as agent, then it should come with out of box skills which gives it better rationale while making decisions, how about we improve the system prompts as well as introducing intrinsic skills/plugins that comes out of box like this https://github.com/obra/superpowers.

I'm a little uncomfortable with that. Users shouldn't be surprised by skill-based behaviors that differ from what they're already used to.

Maybe we can provide a repo of skills, but I don't think we should install them by default.
