Description of change

Changed the way hb_deal is handled in the code to behave more like a standard targeting key.

Should fix #827

@snapwich there is now a conflict on this change likely due to merge of #881 - does that PR address the issue here, or is this still needed? If so please resolve conflicts and we'll review.
