Note this may be in flux, the IAB legal affairs counsel is fielding a variety of proposals, including removing covered=2 from the section 7 string, and/or adding a section for non-covered transactions. I'm comfortable with all these changes, but the strict re-alignment of mspa with section 7 may indeed be on the horizon. |

After several discussions with legal counsel we came up with a refinement to terminology. Several of Prebid's documents use "MSPA" as a shorthand for "the set of technical protocols GPP SID 7-12". This is even less correct than calling GPP SID 2 "GDPR", because MSPA is not a law.
This PR shifts the terminology to call the collection GPP SID 7-12 by the term "US Compliance", trying to make more clear the role of the actual MSPA within the whole complicated thing.
