Fix and update spack testing, update `package.py`, rectify checksum of `v2.5.0.1`
* Require setuptools>=61. Will ensure use of pyproject.toml. * Simplify setup.py w.r.t noisy warning (always shown when building with spack).

This release mainly clarifies some dependencies with respect to python (numpy, setuptools) and fixes some tests.
Additionally, it should considerably simplify the diff in backport #212.
