Restore commit attribution to changelog and minor tweaking

Due to squashing and merge of the release tracking branch, changesets automatically changed the attribution on the changelog, so this PR restores that for historical accuracy.

Also:

• Added more ⚠️ to items that have deprecations for consistency
• Moved the ActionList props change to underneath the main ActionList deprecation/graduation

Reviewers:
You can view the file in the browser, as it's easier to see the changes this way.

Todo after this merges:

• Delete release tracking for next-major
• Update release notes for v35 so it's accurate for Primer changelog later
