FlashMigrationCounter recommends a deprecated component

(Creating this issue because I'm drafting a PR to fix it.)

FlashMigrationCounter recommends using `Primer::Beta::Flash` and when you use that it fails CI in dotcom and recommends `Primer::Alpha::Banner` instead. 

It would be nice if FlashMigrationCounter bypassed the additional step and saved future developers a CI cycle.
