convert Sidebar to a function component & connect it to Redux

Progress on #824

Changes:

• Convert Sidebar from a class component to a function component.
• Remove all props from the Sidebar component.
• Drop some props from the IDEView which were only passed down to Sidebar and not otherwise used.
• Select relevant portions of the Redux state using useSelector.
• Move logic from userCanEditProject() into a reusable selector function selectCanEditSketch.
• Access dispatch with the useDispatch hook and import all actions creators directly.

I have verified that this pull request:

• has no linting errors (npm run lint)
• has no test errors (npm run test)
• is from a uniquely-named feature branch and is up to date with the develop branch.
• is descriptively named and links to an issue number, i.e. Fixes #123
