add Nepali language (ne) support to the pt.js-web-editor

Context or Issue Number:

Added Nepali language for the Web Editor. It addresses #3913 issue

Demo:

Changes:

• Added the Nepali language inside client/i18n.js
• Added the Nepali language translation inside locales/ne/translations.json

I have verified that this pull request:
