Release CEL Service Level Agreements (SLAs)

Define our SLAs, and post to our github page, so it is clear to other teams i) the level of support we can provide ii) how to make a request, for both FIP review and modeling. This also requires concrete definitions of effective feedback and communication across different teams.

• Created process in Github for tracking Cryptoeconomic FIPs and Ideas
  • Created two [Github issue templates](https://github.com/protocol/CryptoEconLab/issues/new/choose) so CEL and Others can request “FIP review” or non-FIP “Idea Review.” Templates use form-fill textboxes to standardize content and format.
