Explore adding Staff Search data directly to Best Bet Index #373

Story
As a user who looks for an exact staff member name or job title I want to see them in the Best Bet results.
Acceptance Criteria
- Add staff member names and titles to best index
- Search results should only be returned if the search is an exact match
- The results should return the URL to the staff member's profile page on the Drupal site.
- Create a task that includes this data in the best bet search index
Questions
Can we treat the staff name in the same fashion that we do a resource title? Are there any side effects here?
