Investigate RtL / Right justified text identification in free text widgets on page edit forms

Identified as a problem and requested by @ellen-aa . RtL original script languages, like Urdu, Arabic, and Persian are not aligned as readers would expect them to be in the free text widgets within the page edit forms. @hackartisan shared it has been brought up in the Spotlight community and Stanford also has a ticket for this request: projectblacklight/spotlight#3526
