Added missing TOOL_PATH_DIR definition to Makefile; fixed patch file. The patch tool complained when there was no new line at the end of the patch file.

Added missing TOOL_PATH_DIR definition to Makefile (I am not sure why that variable was missing from the Makefile, as it is references later)
Also, under my system, the patch tool complained when there was no new line at the end of the
patch file.
After this adjustment, building the toolchain worked with Debian stable.
