Expose the :report_warning and :ignore_fuzzy options

While gettext's warnings about fuzzy, and obsolete messages are very useful in development, in production they are annoying at best, and outright harmful at worst, when they unexpectedly interfere with output piping (see last sentence in puppetlabs/pdk@283f021 commit message).

It would be preferable to have GettextSetup have the defaults be quiet, allow the caller to set those two options, or provide a way to have them setup dependent on environment.
