This PR adds support for the Appveyor Windows continuous integration service. Seems like a good idea to test on Windows since we see more Windows downloads than anything else on our anaconda.org channel. Also, the conda Windows builds of scipy don't have the dumb problem with special functions, so all of the tests will run.
@bmu @Calama-Consulting sorry if you started getting Appveyor spam because of this.
