Build - Put PR images in temporary ECR repo

Motivations

• It is difficult to clear all the images and digests published for a single PR
• The cumulative size of the images published for a single PR can be a cost problem

Acceptance Criteria

• Create temp PR-specific ECR repo
• Delete the temp PR-specific ECR repo when the PR is merged or closed
