Per the discussions at the PyPA packaging mini-summit at PyCon US 2019, we decided to switch over to the safer src/ layout.

Per the discussions at the PyPA packaging mini-summit at PyCon US 2019, we decided to switch over to the safer
src/layout here, but I think no one has gotten around to switching it over. Here's a PR to do so.If we think we're close to merging #96, I have a PR on top of that one that does the same thing but using
setup.cfg.
