I'd assume that in your enviroment accml_lib was not installed.

Please could you reinstall in your environment :

python3 -m pip install \
   -e ./external-repositories/accml_lib/[bluesky-epics,pyat-simulator] \
   -e ./[bluesky-epics]

if you are an epics facillity or would like to use epics interface

or

python3 -m pip install \
   -e ./external-repositories/accml_lib/[bluesky-tango,pyat-simulator] \
   -e ./[bluesky-tango]

if you want to test the tango interface. It should be possible to install the tango and epics version in one place

Please report back if the problem persists

I reckon that you are working directory is not the installation path.
Please could you change your working directory to /installation/path/of/accml/src?
