Tests need internet connection to run

I realized during my airplane flight that the tests are failing if you don't have internet connection.

The issue seems to be related to the fact that we are pip-installing the dummy-cs/tango-pyaml bindings, even though we are using a local folder.

I did not, but I also didn't try too much.

Did you try pip install --no-deps? The issue is usually that it tries to look for dependencies online.
