Vendor multitool schema

It would be cool to also have multitool available as built in schema and pre defined hook. They provide their schema here on github in https://github.com/bazel-contrib/rules_multitool. This is a widely used tool and ruleset in the Bazel ecosystem.

This is the config I have for now to make this available without vendoring:
