This can be as in addition to or instead of #3083.
Changes proposed in this pull request:
__version__rather thanPILLOW_VERSIONorVERSIONVERSIONand put the Pillow version in there instead. It's been nearly a decade since the fork, and no end users will need to know the old PIL 1.1.7. It just causes confusion.PILLOW_VERSIONandVERSIONas deprecated and we can drop them in the next major release.
