Remove the doc env from tox.ini#4634

In python-poetry@bce4ac5, the `doc` env was removed from tox.ini, and the doc was restructured differently. Since the `doc` env is not used anymore, I removed it from `tox.ini` file.

docenv was removed from tox.ini, and the doc was restructured differently. Since thedocenv is not used anymore, I removed it fromtox.inifile.Relates-to: #4142
