Update to a version of mypy-protobuf including nipunn1313/mypy-protobuf#163 with support for well_known_types - fixing the well_known_types hack that @ilevkivskyi put in #4845
Additionally removes the google/protobuf/util/json*.proto that only had testing information
Fixes #4815
