Add GitHub Action

The GitHub Action should build the project using this command:

```sh
uv build
```

And then publish it to PyPi using this other command:

```sh
uv publish -t TOKEN --managed-python
```

Where `TOKEN` is the token used to publish to @jpchauvel PyPi's account. Send him a message to ask him how to integrate this token with GitHub Actions.
