Move DB info to be passed at environment variables in docker instead of config.yml

Having the DB info as environment variables will make it much easier to deploy, only having to add the information to 1 area.

This could also be achieved by having the bot read the .env file.

If that is possible, that would be the least workflow change possible

The bot shouldn't read the env file directly, we can pass env variables in with docker compose

There are many ways that this can be done.
Hell, even having a make command that reads from one of them and edits the other would technically work.

If we want to move everything to environment variables, the entire DB section of the config.yml file should be moved, host names and all.
