Add a vote extension

Make the votes auto end after the designated time, and keep track of who has voted
This should use the new UI system, but must be interactable after a restart/reconnect of the bot
Additionally, data should be plain viewable in the event the bot crashes and doesn't come back, the data should not be lost

I would also make it ping the person who brings the vote when it ends
