Steps to reproduce (required)
Please check the actions tab in the samples repository: https://github.com/radius-project/samples/actions/workflows/test.yaml. We have bunch of failed actions.
I believe that this is due to the updated Ubuntu runner by GitHub: https://github.com/actions/runner-images/blob/main/images/ubuntu/Ubuntu2404-Readme.md. Some packages were removed like oras which started causing problems.
I ran into this issue in the playwright repository that tells us to update the version of the playwright: microsoft/playwright#30368.
